More than one in 10 of the city centre apartments in Leeds is standing empty… and nearly 400 apartments have been unoccupied for more than 12 months. In 2006 architect Maxwell Hutchinson accused the council of building the 'slums of the future' and he still stands by that view.  Architect Irena Bauman agrees that Leeds may have missed an opportunity.
