Some of the projects in this section were publicly funded to achieve a high quality building . But often funding was so limited that only the bare essentials to make the buildings habitable, safe and functional were achieved. And yet, we would argue that the social value of these projects reflects the achievements of a civilised society as much if not more then a flagship award-winning commercial or cultural project.
